It states that there is a kind of filter, a bottleneck, that must be passed before a civilization can reach the level that humanity has achieved. This bottleneck would be a challenge that makes it extremely difficult to reach this level. The theory of the “Great Filter” states that there is an extremely difficult hurdle on the path to developing an advanced, interstellar civilization that makes life almost impossible to overcome. This theory is a possible explanation for the Fermi paradox, i.e., the lack of evidence for extraterrestrial life. The filter could represent the emergence of life in the past or self-destruction through technology in the future. Another possibility is that the advancement and expansion of a civilization automatically leads to developments that normally result in the self-extinction of that civilization. In this case, other civilizations would have failed the Great Filter so far, and humanity would still have it ahead of it.
Regardless, if there is a filter or bottleneck that is decisive for something completely new and great, then the setting of the filter or the effect of the filter is decisive for everything that comes after.
